Conflict of Interest Questionnaires (CIQ)

Texas Local Government Code Chapter 176 requires vendors or potential vendors of the District to fill out and file a Texas Ethics Commission Conflict of Interest Questionnaire IF the vendor has a business relationship as defined by Section 176.001(1-a) with the District AND:

  1. has an employment or other business relationship with an officer of the District, or a family member of the officer as defined by Section 176.001(2), described by Local Government Code 176.003(a)(2)(A);

    OR

  2. Has given an officer of the District, or a family member of the officer as defined by Section 176.001(2), one or more gifts with the aggregate value specified by Local Government Code 176.003(a)(2)(B), excluding any gift described by Local Government Code 176.003(a-1).

    OR

  3. has a family relationship as defined by Section 176.001(2-a) with an officer of the District.

If none of these conditions are satisfied, it is NOT necessary to file this form.

The Conflict of Interest Questionnaire must be filed:

  • No later than the seventh business day after the date that the Vendor (1) begins contract discussions or negotiations with the District, or (2) submits to the District an application, response to a request for proposals or bids, correspondence, or another writing related to a potential agreement with the local governmental entity.

  • It is a misdemeanor to fail to file the conflict of interest questionnaire.

Compliance with the law is the responsibility of the vendor.

In accordance with Section 176.009, the District shall post all questionnaires on the District's website. If you have questions regarding the filing of this form, please contact your lawyer or other legal representative.
